After leaving Germany, Federico put all of his effort on make the reign of sicily better. He builted and reform new courthouses and put together different laws, such as the constitution of Melfi (1231), with this constitution he tried to build a better organized state in which not only the citizen has to comply with the government but also the governemt has to adjust to the citizens needs. This was the first time in history, and a lot of people see it as the origins of the modern government. In 1224 Federico build in Naples the first state university.
